Russia announced another cease-fire on Monday to allow more Ukrainian citizens to flee their country. But Ukrainian officials say artillery fire halted evacuation efforts, with two previous cease-fire attempts having failed. Powerful bombs were reported in Chernihiv, a residential area north of Kyiv as Russian troops continue their assault on Ukraine’s capital.
