Some rural and low-income communities across North Carolina are still fighting for access to clean water and sanitation. With a dwindling customer base and no access to capital, many communities struggle to repair and improve their decaying infrastructure. Host Anita Brown-Graham looks at how three rural counties are coming together to bring needed improvements.
