THE QUESTION ASKED VOTERS TO DECIDE IF THEY SUPPORT AN INCREASE OF THE REAL ESTATE TRANSFER TAX ON PROPERTY SALES OVER 1 MILLION DOLLARS INCREASED RATE WOULD APPLY TO THE AMOUNT OF THE SALE THAT GOES OVER A MILLION DOLLARS.
ONLY THE CITY SAYS THE INCREASE WILL FUND EFFORTS TO FIGHT HOMELESSNESS.
CRITICS ARE CONCERNED THAT ACT WILL NEGATIVELY IMPACT THE REAL ESTATE MARKET AND RESIDENTS.

WHAT THIS IS ABOUT IS ABOUT BUILDING AFFORDABLE HOMES IN NEIGHBORHOODS.
WE HAVE NEIGHBORHOODS, BUT WE DON'T HAVE NEIGHBORS.
SECONDLY.
>> IT'S ABOUT WRAPAROUND SERVICES OVER CLOSE TO 19% OF KIDS THAT GO TO CHICAGO, PUBLIC SCHOOLS AND HOUSE AND LAST BUT NOT LEAST IS GIVEN OPPORTUNITIES FOR OTHERS WHO DO NOT HAVE A FAIR SHARE OF A 16 BILLION DOLLAR ECONOMY TO GET THEM ON THEIR FEET TO GET RIGHT BACK INTO THE WORK PRESIDENT PAIRING, THE CIVIC FEDERATION CAME OUT OF THE CRITICISM SAYING IT WAS GOING TO COOL OFF AND ALREADY CHILLED REAL ESTATE MARKET.

I MEAN, WE ALL I THINK AGREE WE HAVE A BIG HOMELESSNESS CRISIS AND HOUSING CRISIS.
UNFORTUNATELY, THIS SOLUTION WOULD ACTUALLY TRY TO ADDRESS A HOUSING CRISIS BY INCREASING THE COST OF HOUSING.
IT'S IT FUNCTIONALLY THE WAY OUR REAL ESTATE MARKET WORKS.
>> IT'S GOING TO CREATE A BACKDOOR PROPERTY TAX THAT AFFECTS EVERYBODY IN THE CITY.
EVERY HOMEOWNER RENTERS CONDO OWNERS IN THE PROCESS ACTUALLY HURTS TENS OF THOUSANDS OF UNION EMPLOYEES THAT DEPEND ON THE OFFICE INDUSTRY FOR SUPPORT FOR THEIR JOBS, RIVER IN HOCKEY.

THAT IS AROUND 6 OR 7% OF REAL ESTATE TRANSACTIONS EVERY YEAR.
A LOT OF THOSE FOLKS WHO ARE BUYING THOSE BIG PROPERTIES, EVEN RESIDENTS OF THE CITY OF CHICAGO THERE, FOLKS WHO ARE.
INVESTMENT.
INVESTING IN OUR CITY AND IF THEY WANT TO INVEST HERE, THEY CAN TO HELP CHIP IN JUST A LITTLE BIT TO MAKE IT A MORE LIVABLE CITY FOR THE FOLKS WHO LIVE HERE.
COREY, OVER, YOU INVEST HERE AND YOU INVEST IN A AFFORDABLE UNITS.
WHAT'S YOUR CONCERN WITH THIS REFERENDUM?
WILL 70% OF HOUSING, ESPECIALLY APARTMENTS IN CHICAGO ARE NATURALLY OCCURRING, AFFORDABLE HOUSING BY PROVIDERS LIKE MYSELF, YOU KNOW, SO MY CONCERN IS THAT.
>> BY EVEN ADDING THE ONE-TIME COST, THE RIPPLE EFFECTS ARE GOING TO BE WHERE PEOPLE ARE GOING TO RECALCULATE, HOW THEY'RE BUYING THINGS.
YOU'RE GOING TO SEE A LOSS OF VALUE PROPERTIES IN UNITY.

CORPORATIONS WITH CORPORATIONS, THEY BUNDLE UP THESE BIG PROPERTIES.

AND SO WHERE SOMEONE MAY LIVE 79 TO INDIANA, THAT PROPERTIES ANY TRUST OR IN PART OF OTHER PROPERTIES THAT EQUAL OVER MILLION.
SO YES, A LITTLE PEOPLE WILL PAY AS THE BIG PEOPLE CONTINUE TO MAKE MONEY.
SO THAT TACTIC THAT THE RAIN IS GOING TO GO UP, THE TAX IS GOING TO GO THAT'S NOT NECESSARILY TRUE THAT TRYING TO GET SOMEBODY TO PAY FOR EXPENSIVE THAN OTHER PROPERTIES BUNDLED UP IN ONE TRANSACTION OVER MILLION DOLLARS.

THIS IS BILLY JUST HAPPENED.
WE HAVE AN OFFICE BUILDING THAT WAS BOUGHT FOR 10% OF WHAT IT USED TO BE WORTH.
FIRST THING THAT THE NEW OWNERS INSTITUTIONAL INVESTORS, AS THEY SAY.
ALL RIGHT, WE'RE NOT ANYMORE.
THEY FIGHT EVERY ONE OF THE UNION WORKERS.
SO THIS KIND OF THING WE'RE COMPETING FOR THAT INVESTMENT FROM ALL OVER THE WORLD TO COME TO CHICAGO, BUT CHICAGOANS TO WORK.
SO EVERY TIME WE MAKE IT HARDER FOR US TO GET THAT INVESTMENT AND IT HURTS EVERYBODY IN THE CITY, WE'RE ONE OF THE CRITICISMS FROM THE CIVIC FEDERATION.
OTHERS WAS THAT.
>> THIS REFERENDUM DOES NOT OUTLINE HOW THIS PROGRAM WILL WORK AND WHAT THE PROGRAMS WILL BE TO GET TO THE HOMELESS FOLKS.
WHAT WHAT'S YOUR IDEA IN TERMS OF HOW THIS IS GOING TO GET TO THE FOLKS WHO NEED IT?
>> SO BRING CHICAGO HOME HAS BEEN ORGANIZED BY A GRASSROOTS COALITION BUILT ACROSS THE CITY.
AND MONEY WILL BE PUT LEGALLY AND ILLEGALLY PROTECTED TRUST OR A FUND.
THEY CAN ONLY BE USED TO ADDRESS HOMELESSNESS AND ITS AND IT'S RELATED PROBLEMS IN THE CITY.
SO THERE WILL BE ADVISORY COUNCIL THAT WILL MAKE RECOMMENDATIONS ABOUT HOW THIS FUN SHOULD BE USED.
THE ADVISORY COUNCIL WILL NEED TO BE APPROVED BY CITY COUNCIL, BUT IT WILL BE MADE UP OF FOLKS WHO HAS LIVED EXPERIENCE WITH HOMELESSNESS IN OUR CITY.
SO FOLKS WHO EXPERIENCED HOMELESSNESS THEMSELVES, FOLKS WHO ARE SERVICE PROVIDERS WHO ARE OUT THERE IN THE FIELD AND REALLY HAVE A LOT OF EXPERT KNOWLEDGE ABOUT WHAT IS NEEDED TO HELP ADDRESS THE PROBLEM OF HOMELESSNESS IN CHICAGO.
ALL RIGHT, COREY ALLEN ROOM EVERYONE ACKNOWLEDGES THAT HOMELESSNESS IS A PROBLEM THAT NEEDS TO BE WAYS TO ADDRESS IT.

SO I'VE BEEN ON HOMELESSNESS ALMOST MY ENTIRE >> SO ABOUT 12 YEARS OLD.
AND ONE OF THE THINGS THAT WE'VE LOOKED AT IS ALWAYS THROUGH RIGHT?
SO WE'RE LOOKING AT WAYS TO GROW PEOPLE, EARNING INCOME LOOKING AT WAYS TO, YOU KNOW, PROVIDE THEM WITH STABLE GROWTH AFFORDABLE WAGES, I THINK IS IS A WAY THAT YOU ADDRESS IT.
I THINK WHAT THIS PROBLEM IS GOING TO DO IS IT'S GOING TO CONTINUE TO EXACERBATE A PROBLEM.
NOT ONLY IS IT NOT GOING TO SOLVE THE PROBLEM, IT'S GOING TO CREATE OTHER SET OF PROBLEMS BECAUSE ALTHOUGH THE ALDERMAN IS CORRECT THAT THERE ARE CORPORATIONS WHO DO COME IN AND BUY.
BUT A LOT OF THE OWNERS IN CHICAGO WHO OWN PROPERTIES, THEY'RE SMALL PEOPLE JUST LIKE ME WHO ARE JUST COMING IN.
WE'RE TRYING BRIDGE THAT.
WELL, THE FIGHT FOR THE BLACK COMMUNITY ARE COMING IN AS BLACK FAMILIES WHO HAVE BEEN IN CHICAGO.
WE'RE TRYING TO INVEST IN OUR COMMUNITIES AND IT IS PART OF THE EQUATION.
YOU KNOW, WHEN YOU HAVE A TRANSFER TAX, EVEN THOUGH IT'S A ONE-TIME TAX, YOU'RE NOW ADDING AN ADDITIONAL FEE WITH THE ACQUISITION.
SO NOW IT BECOMES COST PROHIBITIVE FOR US TO BUY THIS PROPERTY NOW BECOMES COST FOR A TO CONTINUE TO BUILD OUR OWN FAMILY.
WELL, AS WE'RE TRYING TO GROW AND STABILIZED.
>> ALDERMAN WHAT DO YOU THE ESTIMATE FOR REVENUE?
I MEAN, YOU'RE SAYING 100 MILLION EVERY YEAR, BUT IS THE MARKET VOLATILE.

NUMBER ONE, WHEN HE TALKS ABOUT ECONOMIC EMPOWERMENT REPORT, 69.

THEN PEOPLE WILL BE ABLE TO WORK IN THE COMMUNITY.
WHAT WHAT THE DAY LOOKED LIKE.
SOMEONE GOES TO SIMULATE, GET TRYING TO SIMULATE AND THEN BE ABLE TO DOWN THE STREET WHEN HE WENT TO HIGH SCHOOL AND PUT THE PLUMBING AND ELECTRICITY MOVE OVER HOME THAT'S AFFORDABLE FOR SOMEONE TO YEARS.
SO I MEAN, A PORTION OF THIS MONEY WILL GO TO JUSTIN MOORE, DOUBLE HOUSING, WHICH IS JOB CREATION AND NOT 100% SUBSIDIZED.
A PORTION HOMES ARE GOING FOR IT AFFORDABLE.
HOME IS SIMPLY THIS.
MY HOME IS LESS THAN A BILLION LESS A $300,000 SOMEONE CAN LIVE NEXT DOOR THE HOME MIGHT BE ON 15, 200,000 IN DOESN'T HURT.
WHEN YOU GOT 10 OF THOSE CORPORATIONS ONLY COME IN NEIGHBORHOODS IN WARDS WHERE THEY WILL RIGHT NOW.
FOR THE 3RD TIME WE HAVE NEIGHBORHOODS WITH NO NEIGHBORS.
IF YOU WANT CORPORATIONS TO COME TO DEAL FLOW AND LOCAL COMMUNITIES, WE NEED MOVE TOP SIDE AND THIS WILL NOT ONLY BRING PEOPLE OFF THE STREET TO GET THE BUT IT BUILDS A HOME SOMEONE TO FAR AS YOU KNOW, THEIR LAWSUIT SUCCESSFUL AT A LOWER COURT OVERTURNED THE APPELLATE COURT STATE SUPREME COURT TO HEAR IT.

THERE BE FURTHER LEGAL ACTION AFTER THIS WHOLE REFERENDUM TAKES PLACE.

TELL ME THAT WHERE YOUR HEART IS, THEY'RE YOUR TREASURE WILL BE TOO.
