New York State government officials have known since the onset of the pandemic, that nursing homes are particularly vulnerable to the ravages of COVID-19. On March 25th, the state health department issued a directive requiring nursing homes to accept those recovering from virus. The mandate was eventually rescinded, but the critical questions remain.
