AS WE DISCUSSED, POLICE HAVE NEW LEADERSHIP.
YOU WORKED WITH THE FUTURE SUPERINTENDENT, LARRY SNELLING .
WHAT DO YOU THINK ABOUT HIM?
>> I WORKED ALONGSIDE HIM AND I THINK HE IS IN A GREAT POSITION TO TAKE OVER THE REINS .
HE UNDERSTANDS THE ACADEMIC ASPECTS, THE HISTORY, AND HOW TO DELIVER A MESSAGE.
HE IS A TEACHER, A MENTOR .
ONE OF THE FUNDAMENTALS OF LAW ENFORCEMENT, WE HAVE TO REMEMBER WE ARE TEACHERS AND MENTORS AND HE IS THE TIP OF THE SPEAR.
>> HE IS ABOUT TO MAKE TRAINING AND WELLNESS HIS HIGHEST PRIORITY AND HE WANTS TO FOCUS ON CRIME VICTIMS AND IMPROVING RELATIONSHIPS WITH THE COMMUNITY.
DO YOU THINK HE SET THE RIGHT PRIORITIES?
>> WE ARE HOPING HE DOES.
MY COMMUNITY IS AN IMMIGRANT COMMUNITY .
WE ARE LEARNING HOW TO ADAPT TO THE NEW AMERICA .
THE PROBLEM HERE IS WHEN THEY DO WRONG, IT IS HARD FOR THEM TO GET REPRIMANDED.
THEY HAVE A VERY STRONG UNION.
THEY WILL NOT ALLOW CERTAIN THINGS TO HAPPEN TO THEM AND THAT IS REALLY THE PROBLEM.
WHEN THERE IS A CRIME COMMITTED BY A POLICE OFFICER, IT SHOULD BE PROSECUTED.
THEY ARE DISRESPECTING THEIR UNIFORM AND THE POWER THAT WE GAVE THEM.
THAT IS REALLY THE PROBLEM.
ARE WE DOING THIS AS A SHOW TO ACT LIKE THERE IS GOING TO BE A RELATIONSHIP BETWEEN THE COMMUNITY, OR ARE WE REALLY GOING TO WORK WITH ORGANIZATIONS TO MEET THE COMMUNITY ?
WHAT ABOUT THE OFFICERS THAT CAN BE EASILY CONTACTED AND FINDING SOLUTIONS TO THE LITTLE ISSUES?
THEN WE CAN BEGIN TRUSTING EACH OTHER.
NOW THAT WE TRUST EACH OTHER, I CAN TELL YOU I KNOW WHO SHOT THAT PERSON.
I KNOW THE CRIME BECAUSE I KNOW THE RELATIONSHIP BUT RIGHT NOW, WE CANNOT EVEN TRUST OUR OWN POLICE DEPARTMENT.
>> REVEREND MIDDLETON, WE'VE GOT THE PUBLIC SAFETY AND ACCOUNTABILITY, THE BODY HELPING BE A COMMUNITY VOICE IN POLICING.
DO YOU THINK THIS IS ENOUGH TO IMPROVE COMMUNITY RELATIONS?
>> IT IS CERTAINLY A BEGINNING.
I ECHO THE SENTIMENTS SHARED.
ONE OF THE CONCERNS I HAD FOR THE NEW SUPERINTENDENT AND THE COMMENTS THAT WERE MADE SPEAKING TO OFFICERS CAN'T SERVE WITHOUT PEOPLE TRUSTING OR LOVING THEM OR CARING ABOUT THEM AND FOR ME, I THINK THE BIG CONCERN IS HAVING OFFICERS THAT UNDERSTAND THE CRITICAL NEED FOR THEM TO LEAD IN THEIR WORK WITH LOVE AND RESPECT AND CARE FOR THEIR COMMUNITY INSTEAD OF MAKING THE OFFICERS VICTIMS, UNDERSTAND THAT THERE ARE COMMUNITIES THAT HAVE BEEN VICTIMIZED AND HARMED AND TRAUMATIZED BY POLICE BRUTALITY.
ALONGSIDE THE GOALS THAT HE HAS SET, THEY SHOULD ALSO INCLUDE A GOAL OF BEING ABLE TO TRANSFORM THE SINKING AND THE CULTURE INTERNALLY OF THE POLICE DEPARTMENT SO THERE IS SOME SELF ACCOUNTABILITY .
WE CAN DO ALL OF THIS WORK BUT UNLESS THERE IS A SYSTEMIC CULTURAL SHIFT AND CHANGE WITHIN CPD SO WE ARE HIRING OFFICERS THAT HONOR THE VALUE OF HUMAN LIFE , THAT ACTUALLY CARE AND RESPECT THE COMMUNITIES THEY SERVE , WE WILL CONTINUE TO HAVE A GREAT DEAL OF WORK TO DO.
>> CARRIE STEINER, GIVE US A SENSE OF THE STRESS POLICE OFFICERS FEEL EVERY DAY WHEN CARRYING OUT THEIR JOB.
>> OFFICERS ARE CONSTANTLY BEING LOOKED AT .
THEY HAVE BODY CAMERAS.
PEOPLE ARE GOING TO WATCH THEM.
PEOPLE ARE USING THEIR CELL PHONES TO WATCH THEM AND EVERYONE HAS THEIR OWN OPINION ON WHAT WILL HAPPEN DESPITE KNOWING THE CONTEXT OF THIS SITUATION.
IT IS VERY HARD TO BE AN OFFICER.
I THINK ONE THING TO REMIND EVERYBODY, CHICAGO POLICE OFFICERS ARE PART OF THE COMMUNITY.
THEY LIVE IN CHICAGO.
THEY ARE PART OF IT.
THE MAJORITY OF THE OFFICERS WANT TO HAVE A GOOD RELATIONSHIP WITH PEOPLE AND THEY WANT TO PROTECT AND SERVE, BUT UNFORTUNATELY SOMETIMES COMMUNITY RELATIONS DO GO DOWN BUT THIS IS ANOTHER THING YOU HAVE TO THINK ABOUT, WHICH IS OFFICER WELLNESS.
IF AN OFFICER IS NOT TAKING CARE OF THEIR OWN EMOTIONAL HEALTH, THEY WILL NOT BE ABLE TO TREAT OTHER PEOPLE WITH RESPECT BECAUSE THEY ARE NOT TREATING EACH OTHER WITH RESPECT.
IF YOU HAVE AN OFFICER WORKING A 12 HOUR SHIFT AND IS WORKING 18 DAYS IN A ROW, THAT IS NOT GOOD FOR A HUMAN, MUCH LESS AN OFFICER THAT HAS TO MAKE LIFE OR DEATH DECISIONS, SO WE HAVE TO LOOK AT THIS HOLISTICALLY AND NOT PUT EXPECTATIONS ON POLICE OFFICERS THAT ARE OUTSIDE OF WHAT WE WOULD EXPECT FOR ANY OTHER HUMAN BEING.
>> A MOMENT AGO WE HEARD BALTAZAR ENRIQUEZ REFERENCE THE UNION AND BEING ABLE TO IMPLEMENT REFORM.
OBVIOUSLY YOU RETIRED AS A SERGEANT, WHICH IS DIFFERENT, BUT WHAT IS YOUR RESPONSE TO THE IMPACT OF THE UNION AND THE IMPACT IT CAN HAVE ON COMMUNITY POLICING AND RELATIONSHIPS ?
>> WE RECOGNIZE HISTORICALLY THERE HAVE BEEN PROBLEMS AND WE HAVE ADDRESSED THOSE AND WE CONTINUE TO ADDRESS THOSE ISSUES .
IT SEEMS THERE IS NO INTERVENTION AND I HAVE BEEN IN THE WORLD OF INTERVENTION .
I'VE BEEN IN THE WORLD OF THE MENTAL HEALTH COMPONENT AND , REVEREND , WHEN YOU HAVE AN OFFICER WHO IS UNDER SO MUCH STRESS, WHO HAS WORKED 14 OR 24 HOURS , HAVING THEIR WEEKENDS CONSTANTLY CUT OFF, I WOULD WANT THE COMMUNITY TO COME OUT AND SAY, STOP , WE CAN'T OVERDO THIS.
THESE OFFICERS ARE COMING INTO THE NEIGHBORHOOD EXHAUSTED .
TIRED.
EVERYTHING IS GOING AWRY .
COGNITIVELY , IT BECOMES AN ISSUE.
IT WOULD BEHOOVE THE COMMUNITY LEADERS TO GO TO THE POLICE HIERARCHY AND SAY, WHAT ARE WE DOING FOR OUR OFFICERS?
IT SEEMS EVERYONE HAS FORGOTTEN WHAT WE SEE AND WHAT WE GO THROUGH WHEN WE GO TO THOSE CALLS AND WE LIVE -- LIKE DR. CARRIE STEINER SAID, WE LIVE IN THE COMMUNITY.
I'M SURE YOU HAVE RELATIVES THAT ARE A MEMBER OF THE POLICE DEPARTMENT.
WE ALL DO.
WE NEED TO TALK AND CONTINUE TO HAVE AN OPEN DIALOGUE.
>> BALTAZAR ENRIQUEZ, WHAT WOULD YOU -- OH, GO AHEAD, REVEREND .
>> I WANTED TO RESPOND SINCE HE DIRECTED THE COMMENT TO ME.
IT IS NOT JUST A RESPONSIBILITY OF THE COMMUNITY TO GO TO THOSE OFFICERS.
WHEN YOU TAKE ON A RESPONSIBILITY TO SERVE IN THIS ROLE, YOU TAKE ON THE RESPONSIBILITY TO TREAT PEOPLE WITH DIGNITY AND RESPECT.
IT IS CRITICAL AND IMPORTANT TO UNDERSTAND WHEN THE COMMUNITY MEMBERS OFFER CONSTRUCTION -- CONSTRUCTIVE CRITIQUE BASED ON THEIR EXPERIENCES, THAT IS INVALUABLE FEEDBACK THAT CAN STRENGTHEN AND IMPROVE THE RELATIONSHIP AND THE GOAL OF OUR POLICING SYSTEM.
IT IS IMPORTANT NOT TO MINIMIZE THE TRAUMA PEOPLE EXPERIENCE WHEN THEY HAVE LOVED ONES AND THEY CALL OFFICERS FOR HELP IN SUPPORT OF A LOVED ONE AND THAT LOVED ONE IS DEAD.
I MAY NOT BE A POLICE OFFICER BUT I SERVE IN TRAUMA IN THE LOCAL HOSPITALS, SO I SEE THE RESULTS IN VERY PERSONAL AND DIRECT WAYS FROM MY POINT OF VIEW AS IT IS CITIZEN AND IT IS CRITICAL TO HONOR THE VOICES OF THOSE DIRECTLY AND DISPROPORTIONATELY IMPACTED BY THE CULTURE OF VIOLENCE WITHIN THE POLICE DEPARTMENT.
>> WE ARE JUST ABOUT OUT OF TIME, BUT I WANTED TO GET BALTAZAR ENRIQUEZ IN HERE ONE MORE TIME.
WHAT COULD THE SUPERINTENDENT DO TO BUILD TRUST ?
>> BASICALLY IT IS VERY SIMPLE.
WE HAVE DONE RECRUITMENT DAYS IN OUR OFFICE.
WE HAVE RECRUITED 101 OFFICERS IN 2017.
WE WORK ALONG WITH THE AMERICAN POLICE ASSOCIATION AND THE PUERTO RICAN COMMUNITY ASSOCIATION AND WE TRAINED WHERE WE LEARNED -- >> YOU ARE SAYING BY WORKING WITH THE COMMUNITY, YOU ARE ABLE TO GET OFFICERS THAT CAN FORM A BETTER RELATIONSHIP AND STAY IN THE COMMUNITY, THAT IS
