Miami-Dade County’s Metropolitan Planning Organization (MPO) is dusting off a 2002 plan in hopes of fixing the current traffic nightmare. Back then, lawmakers wanted a ½ sales tax to fund construction of 6 new light-rail lines. Voters approved the tax, but to this day, little track has been laid, and almost 15 years later drivers are still feeling the effects of this broken promise.
