Do republicans want to eliminate buffer zones for ditches and wetlands?

They shouldn't be eliminated, but they should be handled on a case-by-case basis and regulation shouldn't be painted with a general brush. How should farmers be compensated for loss of property because of buffer strips? But because we don't have the same natural filtration system anymore, something needs to be done to protect Minnesota rivers, streams and lakes.
