What's happening with senior tax relief?

It was suggested that the elimination of social security tax will come up again in discussions, but it was pointed out that of social security is someone's only form of income, you don't reach the threshold to pay taxes. Another form of tax relief suggested: Get people who shouldn't be in prison out of prison. How can we be smarter, creative and more innovative on how tax money is spent?
