Does the federally funded Great Lakes Restoration Initiative change with a new president?

Since it was created in 2009, the Great Lakes Restoration Initiative (GLRI) has invested over $2.7 billion in more than 5,400 projects across all eight Great Lakes states. The GLRI pays to clean up toxic hot spots, keep invasive species out of the Great Lakes, reduce the effects of harmful algae, rebuild natural habitats and educate the public on the importance of the Great Lakes.
