- Item A, an ordinance granting onto Chattanooga Gas Company, a Tennessee Corporation of Franchise for the purpose of operating a system of gas distribution and service within the city of Chattanooga so as the furnish gas service within the city to its inhabitants for domestic, commercial, industrial, and municipal general use, Item B an ordinance closing an abandoned the sewer easements located in the 300 block of Brown's Ferry and Patton chapel road as detailed on the test maps, subject to certain conditions.
Item C an ordinance closing an abandoned drainage easement located in the 700 block of North Market Street as detailed on the attachment.

Number 167, CPE001 for the amount of $50,000 with earnest money in the amount of $1,500, $1,500 deposited with Jones' title agency Inc. And to execute all documents related to the transaction.
With closing fees for an amount not to exceed $3,500 for a total amount, not to exceed $53,500.

Item D: A resolution to resend resolution number 30611 due to owner developer, deciding to rehab and sell the unit thereby forfeiting the $20,000 award of home program funding to develop affordable rental housing.
Item E: A resolution authorizing the administrator of community development to award $127,086 in home program funds to the Chattanooga community housing development organization CCHDO, to construct a single family house located at 200 North Welder street for affordable home ownership.
Item F: A resolution authorizing the administrator of community development to transfer project ownership from American Loaders LLC to 2545 McCallie LLC, Peter Nickit by an assignment and assumption agreement, which contains a home program assisted duplex located at 2545 McCallie Avenue tax map, number 146KV017 lot.

- Item G: A resolution authorizing the Interim City Treasurer to award commercial and general banking services to first Horizon Bank, including lock box services, payroll cards, safekeeping and custodial accounts.
And for the collection and sewer fees, property taxes and water quality fees at branch locations for a four year contract for an annual amount, not to exceed $85,000 or $340,000 for the total contract period.
Item H: A resolution authorizing the NRM City Treasurer to award commercial and general banking services to Truist bank, including purchasing cars, safekeeping, and custodial accounts for a four year contract of an annual amount, not to exceed $30,500 or $121,800 for the total contract period.
Item I: A resolution authorizing the Interim Chief Human Resources Officer to exercise.
The 2nd October no options with industrial organizational solutions.
And all solutions through May, 2022 for a total amount, not to exceed $87,940.
Item J: A resolution authorizing the department of public works to approve change order No 1 for Wright Brothers construction company Inc in Charleston, Tennessee, relative to contract number S15007201 city coal Creek sub-base and combined source separation project phase one for an increased amount of $156,575 in one set to release the remaining continuously amount of $118,424.99 for a revised contract amount of $2,908,534.10 - Councilwoman Berz - Move approval.

We have 6 purchases this evening, as well as one additional emergency purchase to be read into the record.
The first purchase is from the purchasing department.
This is a three month extension for printing services from diversified companies, LLC, and envelopes and printed product incorporated.
This will include a price increase of 14%.
There's enough money remaining from the original contracts that even with the price increases will not require the addition of any additional money to the contracts.
2. them to waste resources division of public works.
This is for land application of biosolids from Denali water solutions.
There is a need for an increase of $300,000 to cover services through contract expiration.
This will bring the total annual estimated spend to $2,600,000.
3.
Waste resources division of public works.
This is the first of two renewal options for electrical services provided by admin electric incorporated Napco electric company incorporated.
And tri-state electrical contractors, Napco electric company admitted a 2% price increase at renewal.
The total annual estimated spend is $5,500,000.
4.
Purchase is from parks, maintenance division of parks and outdoors.
The parks maintenance division is a need to add four more lines that were not part of the original council approval on June 22nd, as well as the additional approval of funds on July 6th for turf treatment and athletic field maintenance at selected city parks, the four additional lines are as follows line 27 Will go to Weedman Chattanooga, and lines 28 - 30.
Will go to Psych services, LLC, doing business as Citygreen services, no additional amount will be added to the $75,000 already approved.

Chattanooga fire department.
This is a new blanket contract for Rae system equipment parts and services.
The contract is for four years, the award will go to Allsafe industries, Inc. A sole source vendor the annual estimated spend is $50,000.
6.
Information technology.
This is a standard purchase order using the Tennessee statewide contract for Oracle support services for Mythics.
The city must continue to use Oracle EBS through May, 2022 or up to one year during Oracle cloud implementation.
The total annual cost is set not to exceed $300,000.

- Just real quick on one of these items.
I mean, none of, none of the items that we have on, on purchases tonight have bids requested and bids returned.
And I know some do state sole source.
Some do not.
Some are obvious as far as Oracle, for example, using a statewide contract, but then there's others that don't have details such as the electrical services where we've got three vendors listed.
And I'm just curious if that also says the first of two, which makes it sound like this is the first one.
So it's new.
I'm just wondering if there is a reason that we don't have information about bids requested and bids returned on some of these.
- I'll defer to purchasing on the question about the electrical services.

This is it's the first of two renewal options.
So the, the original contract had two renewal options and this is to exercise the first of the two renewals.

The only reason it's coming back to council is because of the 2% price increase submitted by Namco.

We have one emergency purchase to read into the record, a bridge and the 5,500 block of old Hixson pike in school vicinity was damaged by a fire and was closed.
Traffic was detoured affecting two intersections.
The bridge requires grid smart equipment from grid smart technologies and installation before school starts for public safety.
This emergency purchase was approved by the mayor's office on Friday, July 23rd.
And the total spend was $40,010.

I just wanted to thank the administration personally and publicly for stepping forward and getting this done.
Had we not been able to make this work through this particular emergency purchase?
This bridge would not be open when school started and it is one of the main through affairs to get students to Hixson high and Hixson middle.
It would have been impossible to get kids there even on time for school, much less, even 10, 15 or 20 minutes late.
So this was very to make sure that we can support our students in the school.

- Joshua Capellis here to speak on behalf of the people that can't be here.
I have a small petition here of representation, of documentation, of the people that I speak on behalf of in the city.
And you have to be district 8 today.
Without unity in our community.
We have no country.
I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God, indivisible with Liberty and justice for all.
I meaning individual or set apart uniquely from another human being pledge, a solemn promise or undertaking allegiance, having shown loyalty or commitment of an individual to a group or cause, and as Americans to one another Republic, a state in which Supreme power is held by the people and their elected representatives rather than a monarchy for which it stands is an individual interpreted formed on the basis of independent opinion and thought with relative unity.
According to our foundational principles of organization of origination, excuse me, to pursue life, Liberty and happiness.
One nation under God recognizes our reliance on superior power within an inalienable departure, from the teachings of morality, being the Supreme law of the land and being human.
We are thus humane to one another showing love, compassion, and consideration for one another.
And these lessons are surely found in the Bible, indivisible, unable to be divided or separated United together for a common cause with Liberty and justice for all Liberty, the state of being free within a society from oppressive restrictions imposed on by authority of one's life, behavior, political views, justice is just behavior or treatment just as based or behaving according to what is morally right and fair.
So let me ask the city of Chattanooga.
How then can we allow for the people who are homeless to be left in the streets without water, a bathroom, adequate shelter and social services to whom is justice do and to whom is it owed?
Many people are responsible for the circumstances individually and collectively, and many people will take no responsibility for anything.
Then you must decide independently.
What is your faith?
And are you justified by your actions?
If you do nothing in action, once made aware of specific American human needs, then you simply cannot claim any right to allegedly pledging anything of unity and you can stop at I.
Help me to help others for the betterment of our civil society and do something.
So may God help us.

And sincerely, I am here to speak on behalf of the people in the need, out in the streets.
I spoke to a blind man who signed my document and I got his name, but you know, these people are struggling and I hope we can work together to find some sort of, reprievement for these people.

- My name is Bill Allen.
I'm a City Retiree, and I was not planning on addressing this City Council tonight, but I was told by email that a Mr. Vince, Mr. Dean Vince was going to speak to us on behalf of the City Retirees who were receiving letters from Blue Cross Blue Shield and Memorial hospital.
It seems that they are having trouble agreeing on a contract.
And so the City on behalf of the City Employee Retirements, we're asking that you do whatever you can do to influence these two parties, to agree on a contract so that we won't be adversely impacted.
