Weeks after Tropical Storm Ida swamped NJ, flood victims are still working to get back on their feet. FEMA has approved more than $138M in aid for more than 27,000 applicants in the state and will continue to accept new applications until Nov. 4. In Passaic, a city with a large immigrant community, immigrants' various legal statuses can make it confusing and difficult for them to get federal help.
