- Welcome to our Tuesday, January the 19th, city council.
Now call this meeting to order our pledge of allegiance and invocation to that, should she desire.
Lead by Council woman Coonrod.
So Councilwoman.
- Thank you chair.
If you will, the flag (laughs) [All Together] I pledge allegiance to the flag, of the United States of America and to the Republic, for which it stands, one nation under God indivisible with Liberty and justice for all.

(sighs) Father God, we come to You with said and unsaid prayer.
We lift the family of Chris Ramsey our faithful servant who touched the lives of our entire city in prayer.
Give them peace that passes our understanding.
Our nation is mourning.
Many loved ones from COVID-19, violence and racial conflict.
Lord, we ask that you heal, restore and strengthen every family and that dehumanizing language and stereotypes are removed from our minds and hearts.
Father God we ask that you break the culture of death, and restore a cultural life that will be valued and protected through all stages of life.
I pray for our council members, our mayor and administration.
Give us the continual wheel to serve and change lives in a positive way.
In Jesus name we pray, Amen [All Together] Amen.

- Item item eight, an ordinance to amend founding of the city code part two chapter 30 zoning ordinance so as to live conditions from horridness number 13337 of previous case number 2018, 106 from the property located at 612 snow street more particularly described here in item B and ordinance to Chattanooga city code part two chapter 38 zoning ordinance, on property located in the 6700 block of Hixon pike where R one residencies and on the C two convenience commercials on item C and nearness to a mansion in Chattanooga city code part two or to chapter 38 zoning ordinance.
So as a reasonable property located at 1639 Roswell Avenue from U I N three urban industrial three stories, belong to U C X three urban commercial misuse.
Use three stories on item D and ordinance to a main tenant in the city code part two chapter 38 zoning ordinance.
So it's a reasonable property located at 505 Riverfront Parkway from N Y manufacturers all the C3 from central business zone.
So just turn conditions night of E an ordinance to amend tenant and city code part two chapter 38 zoning ordinance so as to resolve property locally the 31 Oh four North Hickory street from M one manufacturing zone, to 01 office zone.

- In ordinance to amend Chattanooga city code part two chapter 38 zoning ordinance.
So it's a reasonable property.
So we'll cut it at 4150 4200 4216 Randolph circle, from R one residential zone and R two residential zone to R three residential zone subjected to certain conditions.

The ordinance is subject to two conditions.
One is a maximum of 21 housing units.
And number two is to provide a 10 foot wide street yard where lot one abuts the South access road Rodeway and the street yard will be planted with street trees as prescribed by the Chattanooga landscape ordinance.
Those are the two conditions.

Now we'll move into resolutions under economic and community development.
Madam clerk, if you would please read A B and C with no objection from the council - Item A, the resolution authorizing an administrator for the department of economic and community development to award home program funds to Sainsbury Melton, LTD corp-co to develop rehab and affordable rental units at 2008 East 27th street for an amount not to exceed $20,000.
Item B the resolution authorizing the city of Chattanooga to serve as a government sponsor and pass through entity for a grant from the American battlefield protection program.
The part of the national park service to be passed through to the American battlefield trust which will ours-purchase the reflection riding track a 301.64 acre property that is entirely within the core area of the the Chattanooga lookout mountain battlefield.
How many account for an amount not to exceed $1,843,900.
Item C a resolution authorized administrator for the department of economic and community development, to accept if award a Tennessee housing development administration THD a grant from home, for homeless management information systems H M I S data entry, homelessness prevention and rapid rehousing for an amount up to $460,097.

Item E the resolution authorizing the chief information officers CIO to enter into a one-time purchase agreement with T with DLT solutions Inc for the purchase of Autodesk licensed and support products effective January 19th, 2021 through January 18, 2022 servicing the departments of public works, transportation and regional planning for an amount not to receive $32,000.

Resolution authorizing the administrator for the department of public works to renew a blanket purchase order number 558894 with incl Tennessee, LLC for the final one-year renewal appear for sole building services for an amount not to exceed $1.6 million.
Item G, a resolution authorizing the administrator for the department of public works or award the blanket contract for real-time GPS tracking system to CDW government, LLC for year one of a five-year term to be renewed on a yearly optional basis by the city for year one of the agreement and the stated amounts in the agreement for each renewal year in the amount of $575,077 and 50 cents.
Item eight, the resolution authorizing the administrator of public works to execute chained order Number one final for italic construction relative to contract number E19010, peach way widening for an increased amount of $12,206.45 cents to release the remaining contingency of $111,693 and 47 cents for a revised contract amount of $1,461,265 and 68 cents.

We have three purchase items for your approval this evening.
All from the department of public works starting with waste resource division.
We have the purchase of CCTV repair services and parts being awarded to QS incorporated for an estimated annual cost of $45,000.
Next we have from the fleet division the purchase of batteries and battery supplies being awarded to MHC, Kenworth, Chattanooga, and batteries plus bulbs for a combined estimated annual cost of $185,000.
And the last purchase item.
Also from the fleet division the purchase of lights, cameras, rumbler installation for police vehicles being awarded to own duty Depot for an estimated annual cost of $69,193.
And that concludes the purchases for this evening.

Earlier today we did have a legislative committee meeting we discussed or at least started to discuss the panhandling ordinance but due to a number of changes, ideas and thoughts I wasn't quite to come before the committee yet so we will be hearing it at some point in the future.
And then we did discuss the disparity study legislation which also had a few changes, ideas and thoughts to it.
So we are hoping to see a copy of what that will look like sometime next week or maybe this week for discussion next week, sir.

Next week, the 20 States, we would have like economic and community development committee meeting where we will hear a budget amendment to the affordable housing fund to add more funds into it to help those households that still struggling from COVID and just spoke to ECB earlier, right before this meeting.
And we will discuss the process on how the funds for small businesses is going to be allocated through the Southeast Tennessee development district.
So that will follow the a budget amendment or the housing fund.
