(upbeat music) - [Narrator] You're watching highlights of the Chattanooga City Council meeting a production of WTCI PBS.
(upbeat music) - We have two special presentations both having to do with the COVID-19.
One is a tribute to Chris Ramsey.
And the other one is a presentation of a Memorial video to honor the lives that have been taken about the not taking.
So at this time, I'm going to turn the floor over to Councilwoman Coonrod to present the proclamation.
- Thank you, chair, Chattanooga city council proclamation.
Whereas Christopher Chris Lamont, Ramsey senior faithfully served the citizens of Chattanooga through community service and advocacy for underserved communities.
Crystal old bottle motto service is the price we pay for the space we occupy.
Whereas Chris worked for 24 years at blue cross blue shield of Tennessee and various management roles.
He served as the president and CEO of tech town foundation after which he started his own insurance agency Chris Ramsey agency.
Whereas Chris graduated from Brainerd high school in 1984.
He received his bachelor of business administration from Austin Peay state university in 1988 and his master of business administration from the university of Tennessee at Chattanooga in 1990.
Whereas while attending Alstom, Peggy Chris became a member of Kappa alpha five fraternity Inc. After college.
He continued to serve as an active life member and held several leadership roles on the local privates and grand chapter levels.
Whereas he accepted Christ as an early age and joined greater friendship, missionary Baptist church.
He was a member of new covenant fellowship church for 18 years and served as an elder.
He oversaw the ulcer health and wellness and welcome ministries of the church.
Whereas here are some highlights from the many organizations where Chris served the city board of directors for boys and girls club and Chattanooga UC foundation, board of directors, chair of the annual, how many County minority health fair founder, and first chair for the annual boys leadership summit, president of the Southeast Tennessee health consortium found that.
Whereas Chris was a proud big brother.
So his two smiles and markers and foster relationships that lasted over 30 years.
And whereas the Chattanooga city council sheriffs is heartfelt remembrance of Chris Ramsey with his wife of 27 years Lucretia and our three children, Bria Christopher Jr. And Edmond.
Now therefore members of the Chattanooga city council wish to express their appreciation Of Chris, his devotion to the citizens of Chattanooga Oh goodness.
Fourth, this proclamation, as of gratitude for Chris Ramsey's service sort of communities of Chattanooga.

I believe you have a little Memorial video to honor those that have passed through the COVID-19 pandemic.
- Yes, sir.

Thank you, Mr.
Chair, for allowing me to share this amazing piece of public art with you.
The idea for this Memorial project started in December on a day when our city was rocked by the news of a record number of COVID related deaths a total of 12 people who all died of COVID in one day which by the way we experienced again yesterday 12 beloved people died in our city in one day.
And other instances, if we, as a community of people had experienced the tragic death of 12 of our neighbors in a single day doing due to a single cause there would have been an outpouring of grief of support for those left behind and a public acknowledgement of the tragedy.
All of these items allow us as a people to grieve but another painful part of this pandemic is that we cannot come together in our usual ways.
That's where this Memorial video comes in.
I must thank and offer for your acknowledgement.
The amazing team that contributed to this project Jermaine Freeman cat, right?
Our park staff, Jay Adams, Jonathan Susman Travis Casper, Zach, our artists and residents, Ms. Juul is down him and the wonderful original music and expertise of Tim Cofield and the and Ben van Winkle, Ashley co-fellow, Tyler Reddick Pete Eddins, Calvin co Feld, Mia Milan and the original poem and words of the incomparable.
Erica Dione, Roberts their contributions are beauty and motion.
And I share the proof with you now.

Renovations to try con in Cleveland Tennessee, and the amount of 3,685,000 hundred $50 With a contingency amount of $365,000 for an amount not to exceed 4 million $50,750 item I a resolution authorizing payment to Tennessee one call system for 2021 utilizing the system for annual billing in the amount of $41,429 and 5 cents.

Chair and members of council purchased this evening for your approval.
Starting first with the city wide services of public works we have a purchase of three John Deere Gator HP X six one five E utility vehicles being awarded to try green equipment, LLC, for an estimated annual cost of $37,158 and 3 cents.
The next item we have is from the facilities division of public works for generator maintenance, testing and repair services being awarded to energy systems Southeast LA SI and power secure service incorporated for an estimated annual cost of $100,000.
Also from the facilities division of public works we have the purchase of elevator escalator and lift inspection, maintenance testing and repair service being awarded to call For an estimated annual cost of $200,000 resource division of public works.
We have soar video and some text survey incorporated for an estimated annual cost of $765,000.
Also from waste resource division.
We have the purchase of nets part awarded to Guthrie sales and service for an estimated annual cost of $6,694 plus freight.
The last item from the waste resource division is the purchase of SeaPak pump parts being awarded to Southern sales company and to wholesale supply group for an estimated annual cost of $500,000.
The last two purchases are from the fleet division of public works, the first being of tire purchases of various sizes being awarded to best one tire of Chattanooga for an estimated annual cost of $8,001 and 59 cents.
And the last item, the purchase of light camera rumbler installation for police vehicles being awarded to on-duty duty Depot for an estimated cost of $17,293 - On that last purchase is that for new cars or for any other car that we have force police cars.
- This was for an outstanding invoice of services that have been rendered that we're still in the process of finalizing the new vendor for, and we're satisfying.
Those outstanding costs.
Reason.
I brought it up.
We had an earlier meeting concerning the police cars and one of the questions was one of the cars was that not work properly.
And the camera didn't work in the side of the car and we was trying to get hopefully call and having cameras working properly so that we can make sure we capture everything.
So that's why I brought it up.

- Yeah, I think I heard everything that you said there is some disruption within the internet this evening but this item of course is for the installation of those parts.
And we'd I had to get back with the department as it relates to the servicing of any inoperable cameras.
So we can give you a report back on that.

This is, this is a request for a wine in grocery store location.
Under state law.
There has to be, I guess, approved for trader Joe's East at 2111 Gunbarrel road and the location of that store complies with all city and Chattanooga zoning laws as to the location of that wine and grocery store request.
And it has to get five boats.
I think that's already been sent to Nicole.

- I'm very excited to welcome trader Joe's to district four.
And I know this has been a grocery gross chair that has been highly Sought after for a long time.
I hope to see many more brochures in many more districts as we move forward.

We will then move on to committee reports and I will take them as I see them on the screen.
- Yeah, today we had a great economic and community development committee meeting where we had two really great presentations on the great work that we do here in the city with the support of this council on making sure people that has been hit by the pandemic receive assistance that will help keep them moving forward.
So the first presentation was the reallocation of some funds from our housing fund to help with rental assistance for those individuals and families affected by COVID.
And the second presentation was on the disbursement of the housing, not housing, but the fund for small business assistance.
So there'll be opportunities for small businesses that really need that help to get the assistance they need.
And finally, there will be an economic and community development committee meeting next week February the second, where we will hear a request for a pilot for affordable houses from C and E. That's all I have Mr.

We made our first public report of constituent needs in our respective districts council.
My colleagues didn't outstanding job of that and it's a first step toward continuing this in the future and having greater input in budget formulation.
