LET'S START WITH YOU AT CITY COUNCIL THIS WEEK, THEY APPROVE A, BUDGET NOT A LOT OF HUGE HEADLINES COMING OUT OF THAT, BUT THE COUPLE OF DIFFERENT WAY OF DOING THINGS FOR THE NEXT YEAR WITH ALL THAT MONEY.
TELL US ABOUT THE T BUDGET THIS WEEK.
>> IT WAS ALMOST UNANIMOUS, THE VOTED AGAINST IT IT WAS LARGELY HE SAID BECAUSE OF THE PAY INCREASES THAT ARE COMINGPA FOR THE MAYOR AND CITY COUNCIL.
THIS HAS COME UP OVER THE PAST SEVERAL WEEKS A FEW TIMES ESSENTIALLY THAT THEIR VOTING O THEIR OWN PAY RAISES AND EVEN THOUGH THERE WASS INDEPENDENT COMMITTEENT THAT RECOMMENDED PA RAISES FOR THE COUNCIL, THERE ARE SOME CONTROVERSY I GUESS ABOUT HOW IT WAS APPROACHED AND WHETHER OR NOT THEY WERE BEING TRANSPARENT ABOUT IT IN THE BUDGET.
W THE MAYOR SALARY WILL INCREASE FROM 28,000 AND COUNCIL MEMBERS WILL GO FROM 21,000 TO ABOUT $32,000, SO IT DEFINITELY SEEMS LIKE A PRETTY MATERIAL INCREASE BUTRE THE STUDIES HAVE SAID THA THE CURRENT COUNCIL COUNSEL IS UNDERPAID COMPARED TO COMPARATIVE CITIES.
ALSO, CHARLOTTE MECKLENBURG POLICE DID GET A $10 MILLION INCREASE WHICH THEY SAY IS GOIN TO GO TOWARD $EA PAY RAISES, SALARIES, P AMONG POLICE OFFICE.
AND, CRISIS RESPONSE AGENTS WHICH IS A DESCRIPTION THAT'S A LITTLE VAGUE, BUT I THINK THERE IS MORE GO TO THE COMMUNITY AND BEAT BEAT MORE MEDIATORS.
MAY BE JUST ENFORCEMENTS, SO THAT WAS ANOTHER ONE.
THEN OF COURSE, FUNDING FOR ART AND CULTURE, THE INCREASE, BUT THEY WERE ALSO KIND OF CONTROVERSIAL ABOUT ARTS AND SCIENCE COUNCIL WILL NO LONGER BE MANAGING THOSE FUNDS.

AS A GOING TOWARD THE MUSEUMS THE CULTURAL INSTITUTIONS WE KNOW AND ARE FAMILIAR WITH, IS GOING TO BE MORE TOURISM ORIENTED, ORO LOCAL ARTIST AND LOCAL ARTS GROUPS AND COMMUNITIES G OUTSIDE OF UPTOWN HOWWN WILL THEY GET THE FUNDING.
I THINK THAT HAS BEEN SORT OF THE DEBATE.
IN THE CURRENT COUNSEL HAS SAID SHE IS CONCERNED ABOUT HOW AND WHERE THOSE FUNDS ARE GOING TO GOER, WHETHER OR NOT LOCAL ARTI ARE REALLY GOING A TO BENEFIT F IT, SO I GUESSO IT'S TO BE DETERMINED, BUT IT CERTAINLY AS SHIFT FROM THEBU HISTORICAL.

I THINK THAT IS SOMETHING THAT SHOULD BE NOTICED.

THIS CITY'S PRIMARY FUNDING SOURCE ISTY TAXES WHICH IS STAB FROM YEAR TO YEAR.
SALES TAX, THERE WAS FEAR OF THAT FALLINGHE OFF A CLIFF, HOTS , MOTELS, HOSPITALITY FACTS THAT TAXES DID DECLINE SIGNIFICANTLY D, BUT THAT'S MOR OF A DEDICATED FUNDING SCHEME IT'S NOT FOR THE GENERAL FUND THAT FUNDS POLICE AND ALL THAT STUFF.
SO WE HAVE MAINTAINED A HEALTHY CITY BUDGET, WHICH H PEOPLE DID SEE COMING LAST YEAR NECESSARILY , AND THE OTHER THING IS, WITH THOSE INCREASES FOR CITY COUNCIL AND MAYOR, THERE HAS BEEN A LOT OF CRITICISM FOR THEM, IF YOU LOOK AT THE TIME THAT THEY SPEND A ON THOSE JOBS KNOW THERE'S THE ARGUMENT THAT THERE IS SUPPOSEDEN TO BE MORE A VOLUNTEER, CIVIC MINDED, NOT PROFESSION, BUT THEY'RE STILL NOT GOING TO BE MAKING A LOT OF MONEY COMPAREDLO TO THE HOURS LET'S GO INTO THAT WORK ANDUR T STRESS THAT COMES WITH IT.
AT SOME POINT YOU HAVE TO SAY WHEN YOU'RE MANAGING A MULTIBILLION DOLLAR ENTERPRISEE LIKE THE CITY OF CHARLOTTE, DO YOU WANT PEOPLE WHO ARE ONLY ABLE TO DO IT IF THEY ARE WEALTHY ENOUGH OR HAVE ENOUGH MONEY THAT THEY DON'T NEED TO MAKE EMO APPRECIABLE INCOME FRO OR DO WE WANT THAT OPPORTUNITY TO BE MORE OPEN AND MORE RECOGNIZED AS A LITTLE MORE PROFESSIONALL?
I THINK THIS MOVES US TOWARDS THAT AND T LONG TERM, MAYBE WE WILL SEEYB INCREASES IN THAT DIRECTION.NC >> FOR THE THE CITY COUNCIL WAS FOR BEING NOTHING BUT LAWYERS AND HEALTH HOUSEWIVES AND MAKIN TIME A TO SERVE IS CERTAINLY WORTHWHILE.
NOT A LOT OF CRITICISM I GUESSL THE HEADLINES DIDN'T GET MUCH CRITICISM FROM THE PUBLIC ALTHOUGH IT WOULD BE INTERESTIN TO SEE WHAT THE COUNCIL AND MAYOR CHALLENGES IN THE NEXT ELECTION,EN HOW THEY REFRAME TH PAY RAISEOW AS THEY CHALLENGE T INCUMBENTS.

I THINK THAT IS A KEY DIFFERENC AND LIKELY TO TEMPER ANY BACKLASH THAT COMES ABOUT AS A RESULT OF THIS.ME >> A LOT OF LGBTQ ADVOCATES CAM TO THE COUNCIL A COUPLE OF WEEK AGO ASK THEM WHY THEY HADN'T WORKED T ON THE NON- DETERMINAT ORDINANCE YET RIGHT OF COURSE THATNA CITY HASN'T HAD THE BUDG AND OTHER B THINGS THAT HAVE TA OFEN THEIR ATTENTION, BUT THE INTENTION IS THAT WE AUGUST 9TH WILL BE THE DAY WHERE THEY HAVE A PUBLIC HEARING ABOUT IT AND KIND OF TALK ABOUT THE LANGUAGE THEY WANT TO FRAME AROUND THE HE ORDINANCE.
OF COURSE THEY WILL TACK ON TO THE EXISTING ORDINANCE TODAY.

THEY ARE NOT IN WHAT WE HISTORICALLY CALLED A WEDGE, THEY ARE IN NOT IN SOUTHEAST CHARLOTTE, AND IF YOU LOOK AT THE EFFECT EFFECT THAT THIS IS ON THE STARTER HOME PART OF THE MARKET I THINK WE SEE A LOT OF INVENTORY BEING BROUGHT UP QUICKLY BY THESE HOUSES BY THES COMPANIESSE AND THE CONTEXT OF THAT HAPPENING IS A HISTORIC HOUSING SHORTAGE THAT WE HAVE I CHARLOTTE RIGHT NOW WHERE WE HAVE HISTORICALLY LOW LEVELS OF INVENTORY,TOHOVE PRICES THAT I IN THE MOST LOOKCE RECENT LOCAL REPORT ARE UP R ANY PERCENT YEA OVER YEAR ON AVERAGE AND PEOPLE ARE NOT ONLY COMPETING WITH EAC OTHER, THEY'RE COMPETING WITH SOME OF THESE A A W MAJOR MIRMS ESPECIALLY IF THEY'RE TRYING TW BUY SOMETHING THAT IS IN THAT T E REASONABLY PRICED TRADITIONAL STARTER HOME PART O THEH MARKET.
THAT'S REALLY UNDER A LOT OF PRESSURE AND THAT'S REALLY WHER THESE COMPANIESARTH ARE FOCUSIN BUYING HOUSES TO TURN INTO A RENTALS.

AS ELI SAYS, IT REALLY GOES TO THE MOST VULNERABLE NEIGHBORHOODS THAT ARE ALREADY STRAPPED WITH GENTRIFICATION AN INABILITY TO STAY IN PLACE, SO IT CERTAINLY IS A HUGE ISSUE, BUT THE REAL QUESTION REMAINS WHAT CAN BE DONE ABOUT IT THIS IS THE PRIVATE MARKET AND IT'S REALLY HARD TO KNOW WHAT CAN OR CAN'T BE DONE TWO SORT OF CHANG IT OR MODERATED.
