Now council, if you will, pull out your purchases for this afternoon.
Chief, you want to come share these with us?
- Yes, sir!
We have three purchases this evening.
The first one is for city-wide services.
This is a name change on a contract for front loader and refuse pickup services.
Santec Waste Services was purchased by Capital Waste Services, effective May 5th, 2021.
The annual cost remaining on the contract is approximately 25,000, and the contract expires on June 30th, 2021.
Approval is recommended to reflect the name change.
The second item is for the Waste Resources Division.
This is a new, blanket contract for ladder-climbing safety equipment.
And the contract is for 12 months, with an option to renew for two additional, 12 month terms.
There was six bids.
There were six bids and the low bidder was not selected, due to exceptions with our terms and conditions.
The second lowest bidder did not bid all line items; therefore, approval is recommended to award to Roll-Aid Industrial Supply, with an annual amount of $25,000.
And the third item is for the facilities division of Public Works.
This is the first of two renewal options with American Paper and Twine for the purchase of janitorial and cleaning supplies.
American Paper and Twine submitted at 34 and a half percent price increase at the time of renewal, for a new annual amount of 130,000.
We have two vendors on contract for janitorial and cleaning supplies.
Even with this increase from American Twine and Paper, some of the prices are still lower on certain items than the other vendor on contract.
This contract does cover gloves, disinfect, and other items for which the pandemic has caused price increases.
Therefore, the increase is recommended for approval.
And as a note, the contract expires June 2nd, so if we did not accept the price increase, we would have to rebid and go without some of these items for several months.
There are no RFPs for approval tonight, and no emergency purchases to report.
- [Chair] Thank you.
What's the pleasure of the council?
- [Woman] Approval.
- Okay.
We'll have a motion on the floor to approve the purchases as presented, with a proper second.
Any questions or comments before we vote?

Madam Clerk, roll call please.

- [Hill] Yes.
- [Madam Clerk] Councilman Ledford?
Councilman Hester?
- [Hester] Yes.
- [Madam Clerk] Councilwoman Burrs?
- [Burrs] Yes.
- [Madam Clerk] Councilwoman Dotley?
- [Dotley] Yes.
- [Madam Clerk] Councilman Berg?
- [Berg] Yes.
- [Madam Clerk] Councilwoman Coonrad?
- [Coonrad] Yes.
- [Madam Clerk] Vice Chairman Smith?
- [Smith] Yes.
- [Madam Clerk] Chairman Henderson?
- Yes.
- [Madam Clerk] Nine yeses.
- Motion carries.
Moving now to committee reports.
We did have two committees this afternoon.
One was Public Works and Transportation, where we went over all items for this week and next week.
We had planning and zoning, Councilman Ledford.
- [Ledford] Yes sir, Chair.
All items and for next week's zoning cases, and we also went over a text amendment, form-based code.
Thank you.
- [Chair] Thank you, sir.
That should cover all of our committee reports.
That brings us to the time in our agenda where we recognize persons wishing to address the council.
This afternoon, are there those in the audience that would like to address the council?
Would you raise your hand?
Okay.
I'm gonna ask the City Attorney if she would read the rules to address the council, and then you can come on after that.
- Each speaker wishing to address the council shall be recognized only at the microphone provided for that purpose.
The speaker may address the council only upon matters within the legislative and quasi-judicial authority of the council.
Each speaker shall limit his or her remarks to three minutes, unless permission for additional time is provided.
And the use of the floor by persons addressing council shall not be used to personally attack, or personally denigrate others.
- [Chair] All right.
Those that would like to speak, come ahead.
and Cory, can we get three minutes on the clock, please?
(beeping) There we go.
If you would give us your name and district number, please?
- Hello.
My name is Anne Rudd and I am in District Seven, believe.
And my address, I work at 717 East 11th Street, Chattanooga, Tennessee.
And so I just wanted to speak as a woman, who has a voice, thank goodness.
And I'm surely, I'm not attacking the organization, but know that Planned Parenthood has wanted, is seeking to come to Chattanooga to get a license in the city.
Though I'm not sure if they have yet.
I know they were planning on having people outreach to the schools.
So I just thought at my opportunity to just talk to you guys.
You know, talk to you all about that, to do your research on Planned Parenthood.
And personally, we we've been abortion clinic and a Planned Parenthood free for 28 years.
So please, I urge you all just to do your research and to really ask yourself if Chattanooga needs the healthcare that Planned Parenthood says they provide.
Because most of a lot of what they do say they provide, is just abortion minded.
And I have spoken with Planned Parenthood also.
So just, you know, not to put any of my personal beliefs on there, I am pro-life.
But just to ask yourself if that's something that you would like in Chattanooga.
If you would like women to actually exercise their freedom, because it is proposed that they do offer mammograms, and tests, and STD options, and contraceptive options.
But in reality, when I did ask them, I was, you know, a woman who was interested in wanting to keep my baby.
They said that they don't offer those options for keeping a baby.
So my question to you, just as unbiased opinion, do you all want an organization in Chattanooga that doesn't really offer all of what they say they do, or claim?
And I have 12 minutes, so Charlie Whysong said to tell Vice Chairman's Smith, and District Don Ledford, hello.
(beeping) (man chuckling) - Okay.
Anyone else that would like to address the council this afternoon?
Okay, Council, I'm not seeing any other hands at this time.
What is the pleasure of the council?
(group speaking) (gavel banging) We're adjourned.
