Welcome to our Tuesday, June 28th city council agenda meeting.
All right, we will move into our order of business this evening.
We have no special presentations tonight.

- [Madam Clerk] Item A, an ordinance to amend Chattanooga city code part two chapter 38 zoning ordinance, so as to rezone property, located at 713 Hamilton avenue from ERM 3, urban edge, residential multi-unit zone to ECX 3 urban edge commercial mix use zone sub to certain conditions, item B in ordinance to Chattanooga city code part two chapter 38 zoning ordinance, so as the re zone properties located at 3820, 3834, and 3836 Hickson Pike from R1 residential zone, or R4 specials zone, the C2 convenience commercial zone subject to certain conditions.
item C an ordinance to amend Chattanooga city code part two, chapter 38 Zoning Ordinance.
So as to rezone property located at 1040 Givens Road from R1 residential zone to, R3 Residential Zone subject to certain conditions.

This is asked to be conditioned to a permanent turnaround on the end, of Mataga Avenue.

This ordinance shall be subject, to the following conditions.
One, the applicants shall obtain necessary permits, and approvals from the city of Chattanooga land development office as required for any subsequent construction work.
Please note counsel action for this item does not constitute a permit for construction.
Two, subject to the retention, of full width utility easements as required by said utilities, including, but not limited to city of Chattanooga, as attached to this ordinance, easements may not apply to all abandoned right of way locations.
Alignment and widths shall be coordinated with the respective utility to conform to existing utility locations.
And three, subject to providing a permanent turnaround at the end of Watauga Avenue.

Items B through F all have to do with the family justice center and the renewal of their various leases.
So without any opposition, I'd like it to be read as a whole.

- [Madam Clerk] Item B, a resolution authorized on mirror his designee to enter into a first amendment to office lease with Hamilton county mental health court, and substantially the form attached, for the use of an additional 236 square feet, of office space for a total of 344 square feet, of office space at the family justice center at 5705 Uptain Road identified as tax map number 157MA012, for the amended rent of $1 annually, for the term through June 30, 2023.
Item C, a resolution authorized in the mirror designee need to enter into an office lease with Helen Ross McNabb center, and substantially the form attached for the use of 120 square feet of office space at the family justice center at 5705 Uptain Road, identify as tax map number 157MA012 with an effective date of July 1, 2022, for the term of two years with the option to renew for one additional term of two years at the annual rent of $1.
Item D a resolution authorized mirror, has designated entry into an office lease with legal aid of east Tennessee, Inc.
Substantially the form attached, for the use of 454 square feet of office space at the family justice center at 5705 Uptain Road identified as tax map number 157MA012.
With an effective date of July 1, 2022, for the term of two years with the option to renew for one additional term of two years at the annual rent of $1.
Item E a resolution authorizing mirror, has designated an enter into an office with lease, with nurture, the next, and substantially the form attached for the use of 311 square feet of office space at the family justice center at 5705 Uptain Road identified as tax map number 157MA012.
With an effective date of July 1, 2022 for the term of six months with the option to renew to additional terms of three months, each at the rent of $285.08per month.
Item F a resolution authorizing mirror has designated to enter into an office lease.
With partnership for Families, Children, and Adults, Inc.
Substantially informed task for the use of 107 square feet of office space at the family justice center at it's 5705 Uptain Road identified as tax map number 157MA012.
With an effective dated July 1, 2022, for the term rule two years with the option to renew for one additional terminal two years at the annual rent of $1.

You might wonder about these leases.
It's because the services are offered there at no charge.
These agencies have joined together to work with us, and I noticed that for several weeks now, we've had people here complaining about the lack of services for people in our city.
The family justice is and has been there, and the executive director of the family justice, and some of the staff are also here.
Regina, would you stand, please?
They've done an excellent job of offering services to people of the city ,and the county, plus the child advocacy center.
Which offers children's services.
Plus we have a Police Special Victims Unit there.
Plus we have legal services and all the other services, and they've been there.
We don't toot our horn a lot because we think that delivering services quietly is very important, particularly to protect protect victims.
But apparently there are a number of people in the community, and who come speak from outside the community to talk about the services we don't have.
And so, Regina and her staff are here to talk with folks afterwards.
If anyone here is still concerned about the services we do have.
And with that, I move approval of all of those Mr.
Chair.

- [Madam Clerk] A resolution to approve the execution by the mayor, of a three party mutual quick claim between the city of Chattanooga, the Chattanooga downtown redevelopment corporation and the river city company, for the purpose of resolving, and conveying such real property interest as may be required to confirm the ownership status, and boundary lines as were established under the Plat's Recorded at Plat Book 76, page 186, in Plat Book 99, page 26, and the register's office of Hamilton accounting.
Following the termination of all restricted covenants by the Tennessee department of transportation, and the D recorded and at book 71,76 page 110 on June 23, 2004.

- [Madam Clerk] The resolution authorizing and chief finance officer to pay the sum of $385,080 to the Tennessee department of transportation, for termination of all restrictions contained in the deed for property owned by the city of Chattanooga and identified as the former Rooter front Parkway on a portion of tax amount number 135NA006.

- [Madam Clerk] The resolution authorizing the administrative for the Department Public Works to award contract number 1S21008101, with CTI Engineers, Inc for landfill, ground water, sampling, monitoring, and reporting at the city landfill and summit landfill, for a four year term and the amount of $216,500.

That will conclude our items for voting resolutions, and ordinances.
Mr. Goldberg, I believe we have 12 purchases this evening.

12 purchases.
The first one is from the Fleet Management Division Public Works, new blanket contract for high OEM truck parts and service.
One bid was received.
The invitation to bid was re-advertised and yielded no additional bids.
The award goes to the sole bidder Stringfellow Ink.
This will be a four year contract with an annual amount, not to exceed 300,000.
Item two from street maintenance Division Of Public Works.
Second and final renewal of contract for Hand Tools, for local pickup roll aid, industrial supply submitted a 20% price increase at the time of renewal with an annual amount not to exceed 45,000.
Next two items are from the street Maintenance Division Of public works.
Second final renewal of contract for Chainsaw, Parts and Supplies.
Roll aid, industrial supply submitted a 5.2% price increase at the time renewal for an annual amount, not to exceed 16,250.
Chattanooga Tractor and Equipment has an annual amount not to exceed 13,750 with a combined annual amount, not to exceed 30,000.
Next from Street Maintenance Division.
First renewal of contract for uniform hats, and toboggans for public works.
North American fire Equipment Company Inks submitted a 32% price increase at the time of renewal, for an annual amount not to exceed 25,000.
Next two items are also from the street maintenance division.
Second final renewal of contract for high visibility clothing.
Reflective apparel factory submitted a 9% price increase at the time of renewal for annual amount, not to exceed 65,000.
Safety Products Ink submitted a 9% price increase at the time of renewal for annual amount, not to exceed exceed 25,000 for combined annual not to exceed 90,000.
The eighth item is also from, Street Maintenance.
Second final renewal of contract for, Erosion Control Blanket Materials was approved by council on February 1st, 2022.
Since the renewal, the vendor has received significant price increases from its suppliers due to market volatility.
Grounds, Scape concepts has submitted a 38% price increase, which is recommended for approval.
The annual amount is not to exceed 45,000, and no additional funds are requested at this time.
Next from Parks and Outdoors.
Renewal of a contract for alarm monitoring was approved by council.
On October 26th, 2021 prevention security LLC, has submitted a 27% price increase due to the change from 3G panels to 4G panels at $5 per line item.
The annual amount is not to exceed 25,000.
The 10th item is from the Waste Resources Division of Public Works.
Second final renewal of contract for Sewer Maintenance equipment, environmental products, and accessories submitted a 15% price increase at the time of renewal for an annual amount, not to exceed 25,000.
Eleventh, from early learning purchase, of five year subscription for the 40 CC Digital Creative Curriculum.
This is a cooperative purchase from the Buy Board cooperative contract.
The vendor is Teaching Strategies, LLC, and the amount is $186,050 for a five year subscription.
This purchase utilizes fiscal year 22 surplus grant funding.
And lastly from the Waste Resources Division Of Public Works purchased an installation of one cooling tower at the Moccasin Bend Environmental campus.
One bid was received..
The invitation to bid was re advertised and yielded no additional bids.
The award goes to Lee company and the amount is 136,335.

- [Jackie Simpson] Good evening.
Jackie Simpson, district nine.
I'm here to command the, the black police officers, and firemen that had a event that took place this Sunday.
A three on three basketball tournament.
It was a good event, Sunday.
Really good, nice turnout.
Parents were there with the kids as the kids participated.
Councilman Kurun was there, she participated in the dance contest.
I'm gonna tell it, but I'm, I'm here to just say more.
I usually come in talking about the kids, and what they need.
Well, that was a good showing.
I would like to give kudos to the Police, and the Fire Department for the program that they presented this past Sunday.
We need more of it now.
Yeah, I will come up and complain when something is wrong, but when something is good, I will come back and say the same thing.
They did a good job.
So if you got money, you kind of help them out with some little programs with these kids.
But we still lacking that 13 through 17 age group, we kinda leaving them out.
We got to tighten it up a little bit more, but it was a good turnout Sunday.

My name's Eddie from district Six.
How y'all doing?
So I want to let y'all know that I respect y'all, and I know y'all care, even though it might not, seem like it, but you guys care, but people are dying out here.
People need help.
I understand y'all care, but kids are killing each other, people are going hungry and, everybody's getting kicked out.
What can we do?
I actually wanna know what can we do?
Because I could be up here as calling y'all names, bashing y'all whatever, but that's not going to solve nothing.
So, what can we do as a community to come together and do something?
Cause my family been in Chattanooga for 150 years.
I've been around gun violence.
I've been around drugs.
I've been out everything my whole life, and something's gotta change.
Can we implement vocational schools back in high schools?
Can we give other programs that actually care, and actually listen.
Because these kids they're just kids, and they want somebody listen to them.
So blowing them off won't solve nothing, or not listening to them won't do anything, but make them angry and make them want to get violent.
So what can we do?
Not just us as a collective, you guys too.
What can we do together to do something?
Or if this will get worse.

You said you live in district six?
- [Eddie] Yes ma'am.
- [Dr. Burs] Okay.
So I meet regularly with people all over my district, and my private office is in the district.
And if you go on the website, you can see how to reach me, and I would love to meet with you.
We do a lot of work out there, around the Family Justice Center, and a there's a lot of good stuff going on.
We just don't blast it out all the time.
But I've been meeting with all sorts of people, from district six and I take seriously representing the people in my district.
And I can only do that with the input, and have met with all kinds of people.
So, please do me the favor and contact my office.
And we'll set up a time to meet.
A lot of the things you said about vocational schools, and those sorts of things.
Some of us have worked on for a long time.
So that's not an idol offer.
Please do it.
