The second renewal two optional renewals for an amount not to exceed 1.1 million each.
Item E: A resolution authorizing the department of information technologies, chief information officer to extend the existing blanket agreement PO number 551492 with Data Driven, LLC for 12 additional month beginning, July 1, 2021 and ending June 30, 2022 with an annual spend limit not to exceed $90,000.
Item F: a resolution authorizing the department of information technologies, chief information officer to renew the city's contract 549256 with Smart Homes, Inc. DBA Smart Systems as providers or systems automation and technology installation services for one additional year, beginning, May 16th, 2021 through May 15th, 2022 for an amount not to exceed $250,000 per contract year.
Item G: a resolution authorizing the department of information technologies, chief information officer to renew the city's contract 554393 with new Origin Systems, Inc. As providers, a geospatial systems, GIS field and mobile applications maintenance and support for the water quality program for one additional year beginning June 17th, 2021 through June 16th, 2022 for an amount not to exceed $40,000 per contract year.

Item J: A resolution authorized by chief of police to apply for, and if awarded, accept a fiscal year 2021 law enforcement mental health and wellness act grant through the office of community oriented policing services, cop's office to assist and develop a peer support team use for officer's resilience, training, family resources, suicide prevention, crisis intervention, training, and technology resources for a grant period beginning October 1, 2021 into September 30, 2023 for an amount not to exceed $124,360.
Item K: a resolution authorized chief of police to reimburse the Hamilton County 911 for police service center security upgrade to include access control reader plus cars and fire alarm upgrade for a one-time reimbursement for an amount not to exceed $60,000.

Item M: a resolution authorizing the administrator for the department of public works to close out project for contract number R20017201 summoned a softball complex improvements from the eastern tornado 2020 fire poles replacement with river city athletic fields of Saturdays in Tennessee to release contingency amount of $5,000 for a final contract amount of $54,400 Item N: a resolution authorized an administrative for the department of public works, who a contract is S21001201 Canon avenue drainage improvements of the Thomas Brothers Construction Company, Inc. of Hixson, Tennessee for the contract amount $297,600 plus contingency amount of $30,000 for an amount not to exceed $327,600.
Item O: a resolution to amend resolution number 30758.
So as to correct the contractor name to reflect Porter Roofing Contractors, LLC, with Chattanooga, Tennessee for the award, a contract number E19011201 blanket contract for roof inspections, repairs and maintenance.
Item P: a resolution authorizing the administrator for the department of public works to award contract number W21001201 raise and lower manholes for Tennessee state paving projects to Professional Concrete Finishing, Inc. attending a tendency for the contract amount of $145,500.
Plus a contingency amount of $15,000 for an amount not to exceed $160,500.
Item Q: a resolution authorizing the administrative for department public works to enter into a joint funding agreement JFA with the US geological service USGS and the city of Chattanooga to operate seven continuous real-time stream gauges located on north Chickamauga Creek, south Chickamauga Creek, Chickamauga Creek, Mount Chattanooga creek, Mountain Creek, Wolf Creek, Lookout Creek, and forest branch for the period beginning, April 1, 2021 through March 31, 2022 with the contribution of $10,875 from the USTS and $89,625 from the city of Chattanooga for a total cost of $100,500.
Item R: a resolution authorizing the administrator for the department of public works award contract number S20012101 professional services for the city of Chattanooga Hamilton county water quality monitoring project contract to Wolper Inc of Columbia, South Carolina, for a contract amount, $285,000.
Item S: a resolution authorizing the approval of change order number two for Tyler Construction Company, Inc. are listed the contract number T20002 for construction services associated with citywide resurfacing for an increase amount of $1,016,100, a revised contract amount of $10,383,224 and 48 cents.

The first is from the waste resources division of public works, an increase of $130,000 for liquid oxygen.
Increase needed to cover services through contract renewal due to issues at the oxygen building.
The total annual estimated spend is $260,000.
The second purchase is for the mayor's office.
This is a change order to increase the chat and emergency purchase order for May 11th, 2021 by $5,000 to a new total of $24,200.
The May 11th, 2021 emergency purchase was for a non congregate shelter for vulnerable individuals, experiencing homelessness with underlying medical conditions.
This increases the total expense from $36,712 to $41,712.

An RFP is necessary as opposed to a sealed bidding process because there is more than one solution to the scope requested and competitive proposals will assist in selecting the best solution.
The first is from the mayor's office, an RFP for chief of police executive search firm.
Since there may be many executive search firms that would compete based on price alone, but few that could deliver the best candidate for chief of police.
The firms should also compete on the basis of their competence approach and qualifications to fill this position.
The second is also an RFP from the mayor's office for a human resources consultant.
Consultants are to be compared based on competence, approach, qualifications and price.

We now move to the time in our agenda, where we recognize the persons wishing to address the council by show of hands.
Do we have any in the audience this afternoon that would like to address the council?
All right, very well.
I want to ask the city attorney if she would read the rules to address the council, Madam attorney.
- [Madam Attorney] Thank you.
Yes, each speaker wishing to address the council shall be recognized by the chairman and speak at this microphone, you can line up.
The speaker may address the council regarding matters within the legislative and quasi judicial authority of the council and you are limited to three minutes and that's all.
- [Chairman Henderson] All right.
If you'd like to address the council at this time, if you'll please approach the podium.

- [Male] Three minutes.
Joshua Capelish.
I'm a veteran and American citizen.
And I love this city.
I think we all do, that's all why we're here.
We care.
Our first amendment allows us to assemble peacefully and to express a needs.
Basically why I'm here today is because we've got a situation just a few blocks down the street here where homeless folks don't have access to water.
Maslow's hierarchy of needs states that we should have clean air, water, food, and shelter, to be able to self-actualize and be able to do other things in this world.
I believe firmly that we all created equal.
Whether we are disabled physically or mentally or however we see it, regardless of anything.
And so today I took it upon myself to make all these calls.
I called the red cross, I called the Hamilton county health department.
I called the city of Chattanooga mayor's office.
I called the Chattanooga fire department, Tennessee department of human services, Chattanooga fire, excuse me, I already said that.
The food bank, the community kitchen, and also 911.
I did all this while working.
You understand?
And I don't get paid to do this.
My son and I handed out 452 bottles of water.
We were donated some money to help out with that.
That's 59 gallons at 85 cents a gallon, which it comes out to out of my pocket.
I shouldn't have to do that, but I can't sleep at night because of this.
Okay.
And this can be solved simply by having and bathrooms, you know, porta-potties, tents.
And beyond that, we can all work together and figure this out.
We are smart people.
We are Americans and we should be working together and it breaks my heart to travel down the street here.
And to see that.
This is the first time I've been in air conditioning all day, we've been sunburned and really struggling to help folks out.
Just last week, I went to the city attorney's office.
Before that I went up to the mayor's office.
And two years ago, I applied to be the homeless coordinator.
I applied twice.
Then they needed three applications.
They never got the third one.
So I was passed over.
I've got three college degrees, one from Chattanooga university of Tennessee here.
And they said I was overqualified.
I've never been over qualified for anything.
I've been underpaid, but you know, I'm not going to stand by while I come home from war and find more devastation right here in my own streets.
They're burning t-shirts down there to cook food with, okay, you can smell it.
And I don't want to be walking down there to find dead bodies.
You know what I'm saying?
Heat exhaustion happens pretty quick.
If they've got to walk three miles to get a bottle of water and walk back home, not bottled waters, hot, you know, I don't know what to say about that, but that's what brought me here.
The gentleman down there actually told me about this meeting and that brought me here.
I put in a full day's work.
And my second job, you know, coming out here is taking a toll on me personally.
And I hope that you can hear me.
I don't know if I'm over three minutes.
So I guess I got 30 seconds to, to speak some more.
But over in the Tennessee river park, they've got big tents over there, set up for the, you know, the vaccine stuff.
I believe they're taking them down.
They got port-a-potties over there.
Six of them, you know, and I've been driving for five years for the fallen five I've driven across the country with a flag folded on my dash from that shooting site and I brought to the veteran, or excuse me, golden gate bridge three times folded up and brought it home.
Two years ago, I deployed to Chattanooga and lived out of that truck for two weeks to feed and water homeless folks and last year I ran the flag five miles and I'm going to do it again this year.
But before I do that, I don't want to find people out there, you know, in the bushes.
So y'all need to help me somehow, some way we can work together.
I spoke, the only call I got back was from the fire department.
I'm not saying anybody else- - [Chairman Henderson] Let me, unless council wants to give you additional time, I've got to slow you down right there.

Our hearts in this council, I know really empathize with what you guys are saying, you can go on my Facebook page, I've been out to that site.
Several times.
Went live where I've dropped off water, where I've been turned down with a couple of people didn't want the water.
And a couple of people did.
I've been talking to Joda.
Are you hear Joda?
Yeah.
Our homeless service department.
Could you stand up for a second, sir?
Our homeless services department.
I think we've housed like 365 people or plus.
And we are also doing a trash pickup where we will pay people to pick up trash around their communities.
- [Joda] We've expanded our cash for trash program.
- [Councilman Byrd] You've expanded it?
- [Joda] Yeah.
So we originally did a pilot and we have since expanded it to extend the length of time that it is available.
And I also believe that our water fountains at Miller park have been turned back on.
They were shut down for a little bit for repairs.
And then additionally at homeless health care, there's availability for water for the folks on 11th street.
But we certainly recognize that this is an unsustainable issue over the longterm and that folks need a place to stay.
And that the Kelly administration's position is that we have a housing first solution and, and approach to homelessness.
So the thing that solves homelessness over the long run is a home.
And that's something that we're prioritizing over the long run.
- [Councilman Byrd] And I thank you so much and I've seen it.
And chairman, we do have a committee meeting coming up here soon to address panhandling and to address homelessness and to address a lot of these issues.
Then we have that coming up.
We spoke on that today.
- [Chairman Henderson] Well, I think we talked about having a strategic plan in something that would address panhandling.
I'm not sure that we mentioned in that particular instance, homelessness, but that's something that we can certainly bring forward if you'd like.
- [Councilman Byrd] I think Councilwoman Hill also spoke on that earlier today, too, so we can address it.
So you all have been heard and we do empathize and appreciate you coming down.
