- Item A, resolution authorizing the Mayor or his designee to enter into a First Agreement to Exercise Option to Renew with Hamilton County Mental Health Court, in substantially the form attached, for the continued use of 108 square feet of office space in a portion of the Family Justice Center located at 5705 Uptain Road, identified as Tax Parcel No.
157M-A-012, for an additional term of two years through the date of June 30, 2023, for the amount of $2,376.00 per term.
Item B, a resolution authorizing a Seventh Supplement to Resolution No.
22629, providing for the issuance of City of Chattanooga, Tennessee, Electric System Revenue Bonds, Series 2021, for an amount up to $75 million.

- Item F, a resolution authorizing the Administrator for the Department of Public Works to renew year three of a four-year term for the blanket contract for professional services for the continuum On-Call Environmental Consulting Services for asbestos, lead, indoor air quality and other environmental assessments contract number E-19-002-301 for the following eight consulting firms: one, S&ME Inc., Two, Alternative Actions Inc., three, Spectra Tech Inc., four, KS Ware and Associates, LLC, five, GLE Associates Inc., six, EnSafe Inc., seven, Wood, Wood Environment and Infrastructure Solutions, Inc, and eight, Cross Environmental Services, LLC for an amount not to exceed $350,000.
Item G, a resolution authorizing the Mayor to execute an agreement with Hamilton County relative to the Court Community Service program for Fiscal Year 2021 through 2022 between the city of Chattanooga Hamilton County for an amount not to exceed $60,000.
Item H, a resolution authorizing the Administrator for the Department of Youth and Family Development to enter into a concession services contract with Top Shelf Concessions to provide reasonable price, reasonably priced concessions for the Warner Park Pool, Summit of Softball Complex, and various recreational programs and events.

Now moving to purchases, Council if you will pull out your purchase sheet, Chief if you'll come to the podium.

- Yeah, we have six purchases tonight.
The first is waste resources division, new blanket contract for flow meter instrumentation maintenance support and replacement.
Contract is for 12 months with the option to renew for two additional 12-month terms out of four bidders the award will go to tri-state electrical contractors as the best bid meeting specifications with an annual amount not to exceed $70,000.
The second is also with waste resources division.
It's a purchase of one motor control center and one non-automatic transfer switch.
Out of four bidders the award will go to Inline Electric Supply as the best bid meaning specifications with a cost of $225,425.
Third, we have a facilities division.
First of two renewal options with PPG Architectural Finishes and Sherwin Williams for paint and paint supplies.
PPG Architectural Finishes submitted a 17% price increase at the time of renewal for new annual amount of $90,000.
The increase is recommended for approval.
Next to city-wide services new blanket contract for masonry materials for local pickup contract is for 12 months with the option to renew for two additional 12 month terms the original bid opening date of May 20th, 2021 received only one bid.
Direct solicitations were sent to eight vendors.
The bid was readvertised where the new bid opening date of May 27th, 2021 and there were no other bids received.
Therefore the award will go to TT Wilson Company as the best bid meaning specifications with the annual amount not to exceed $35,000.
Number five is citywide services.
Second final renewal with Evan's Lumber Company for lumber and lumber products.
Evan's Lumber Company submitted a 51.6% price increase at the time of renewal for a new annual amount, not to exceed $75,000.
The increase is consistent with increases from all suppliers of building materials throughout the market.
The increase is recommended for approval.
And finally we have from the purchasing department the second final renewal with Interstate Business Solution, Staples Business Advantage and American Paper and Twine for multi-purpose printing paper.
Interstate Business Solution submitted an 11% price increase at the time of renewal and American Paper and Twine submitted a 14% price increase at the time of renewal for new annual amount of $60,000.
The increases are recommended for approval.
We have no RFPs tonight and we do have one emergency purchase.

- The recreation division of Youth and Family Development bypass the normal purchasing process and initiated an emergency purchase with landscapes of the South for irrigation repair at the summit ball fields.
The emergency repair was necessary to prevent additional costs for future repairs of the grass portion of the fields.
The amount of the emergency purchase was $4,576.

We now do move to persons wishing to address the council this evening.

- Good to see Mr. Harris.
- Hey Good to see all y'all and congratulations to Byrd.
He's my Councilman in my neighborhood, and congratulations to everybody that won and the new people too.
And I'm looking forward for y'all doing a good job and making this city all it can be.
'Cause that's the main thing.
One thing I want to address where they talked about policing and I appreciate Mr. Byrd, he nominated me for the police advisory board.
Yeah, we got problems.
What we got to do is all roped together in the city.
We meet the first Thursday every month some kind of way.
We have to invite some of the people in our CP and others that wants to come and attend this.
When they can see how this is run I'm for everybody.
I don't care if you black or white, if you being abused by the police, we got to do something about it.
That's just the bottom line.
We can't live in this country and have that kind of activity.
Yes, we got some bad apples.
I see it a lot of times I asked for the body cam, I say, "I wanna see it 'cause I want to see what happened."
I don't like everything I see and sometime some things you see is, you know it's hard to be an officer.
I'm gonna tell you, I see some things that I said, "If I was an officer, I don't know if I could handle it."
But that being said, we got to work together.
We got to come together and try to weed out the bad apples and bring in the good weeds and you know the good flowers and we can all move forward.
That's a hard job, but it can be done.
This is America.
One of the best countries in the world.
And if we can't do it, it's sad.
We gotta move forward.
But I would like people to attend some of these meetings we have the first Thursday in every month and see for yourself, what we're doing.
I'll bat for you.
I don't care what color you are.
If you're being abused by anybody especially the police department, you know somehow let us know and let your councilman know and they will get with us and we'll try to look into this, and see what happened.
That's the best we can try to do, but we can make this happen.
Nobody shouldn't live in fear by the police or anybody.
If you've got a problem, let your councilman know and we'll try to work.
'Cause a lot of times people are scared to step forward because they're scared to be intimidated.
But if you are just step forward, tell your Councilman and we'll work together as a team and try to make you be safe as you can possibly be in this city 'cause Chattanooga could be a good city.
I was looking at something and it was saying that I don't know how the old this was but we was a third I think in homicides or something they said, I thought, oh, that's terrible.
We gotta work hard and with the new administration hopefully everything will get better.
