Property owners, conservationists and state officials clash over high-water levels.

In the last few years, high water levels in the Great Lakes have caused millions of dollars worth of damage. Now, many property owners are calling for more aggressive erosion-control methods, while naturalists and experts voice their concerns about excessive shoreline hardening. State officials are left with the challenge of managing this emotionally charged issue.
