In the beginning of 2019, California, one of the most secretive states when it comes to police files, passed SB1421, making public thousands of police records pertaining to dishonesty, sexual assault and use of force. In an unprecedented move, forty news groups partnered to dig into these once-secret police files. This story was produced in partnership with the Orange County Register and KQED.
