Iran, Libya. North Korea: Nuclear weapons ambitions currently checked by international controls and technological constraints. Although these states are party to the NPT and have denied seeking nuclear weapons, their non-proliferation commitments are still considered suspect. North Korea closest; recently agreed to freeze and ultimately dismantle its nuclear weapons program under the October 1994 U.S.-North Korean "Agreed Framework"; may have separated enough weapons-made material for a nuclear device. Iran
thought eight years from nuclear weapons, but could accelerate program if nuclear assets leak from former Soviet Union. Libya has extremely limited nuclear infrastructure.
